Bail was set at $3.25 million for a captain with the Pasadena Fire Department who is accused of sexually abusing three minors over a period of more than 20 years in Los Angeles and Ventura counties, authorities said.

Despite strenuous objections from prosecutors that the defendant remain in custody, Judge Alan Shneider granted bail and ordered strict conditions for release.

Christopher James Ramstead, 47, of Thousand Oaks, is charged with nine felony counts of committing a lewd act upon a child under the age of 14. Prosecutors further allege the crimes were committed against more than one victim, according to the Los Angeles County District Attorney’s Office.

The alleged abuse occurred during various time frames between March 2003 and July 2025, said the District Attorney’s office.

Ramstead had been initially arrested on Feb. 4 for crimes against children that may have happened in Los Angeles County. Two days after he was released on bail, the LAPD re-arrested him.

Ramstead pleaded not guilty at his arraignment on Monday. At the prosecution’s request, the court initially ordered Ramstead held without bail. 

Under the conditions set by the court, Ramstead will be placed on house arrest with a GPS ankle monitor. He is prohibited from having any minors at his residence except his own children and must stay away from all alleged victims and witnesses.

“These allegations describe years of sexual abuse of children by someone who was repeatedly placed in positions of trust,” Los Angeles County District Attorney Nathan J. Hochman said in a statement. “The harm alleged here is profound, and no title, badge or uniform places anyone above the law. We commend the courage of those who reported this abuse, request any others who have information about such abuse to come forward, and assure the public that our office will aggressively pursue justice and stand with survivors.”

A preliminary hearing is scheduled for March 26. 

If convicted as charged, Ramstead faces up to 135 years to life in state prison.
